How to read this Case: The factual account and sources establish what happened. The Archive assessment states the Desk's synthesis. The neutral explanation gives the best ordinary account and is the baseline for Closure Deficit; it does not withdraw the assessment.
Factual account
On December 30, 2023, the Detroit Lions played the Dallas Cowboys at AT&T Stadium. Trailing 20–19 with 23 seconds remaining, Detroit scored a touchdown and elected to attempt a go-ahead two-point conversion. Prior to the snap, offensive linemen Taylor Decker, Dan Skipper, and Penei Sewell approached referee Brad Allen. Quarterback Jared Goff threw a pass to Decker in the end zone for an apparent successful conversion. However, officials penalized Detroit for illegal touching, nullifying the conversion. In the postgame pool report, referee Brad Allen stated that Skipper reported as eligible rather than Decker, and that Skipper’s number was announced to the defense. Skipper stated postgame that he did not report eligible and did not say a word to the referee. Decker maintained that he explicitly reported eligible to Allen. Backed up by the penalty, Detroit’s subsequent conversion attempts failed, and Dallas won 20–19.
Archive assessment
Decker said he reported eligible. Skipper said he did not. Allen said Skipper reported and announced him to the defense. Video shows the players approaching the referee, but does not settle what was said. The erased conversion remains attached to incompatible accounts.
Neutral explanation
The controversy arose from pre-snap reporting protocols under NFL substitution rules. Referee Brad Allen maintained in the pool report that he recognized Dan Skipper as the reporting player and announced him as eligible to the defense. Detroit contended that Decker reported while Skipper served as a decoy. The conflicting participant accounts cannot be resolved from available broadcast and audio records.
Verification note
An official NFL article preserving the pool report and Dan Skipper’s statements, alongside independent officiating analysis from Football Zebras, document the erased conversion. The conflicting reporting accounts remain preserved without editorial resolution. The accepted evidence grade is B.
